Be it enacted by the Senate and House of Representatives of  The Commonwealth of Rutania in Congress assembled. SEC. 1.  
Short Title: Budget Reform SEC. 2.  
(a) to better the economy and our social situation.
3.  Better address our economic situation’s inflected by the delta varint of covid-19
SEC. 4.
The Apportions committee will enforce this budget reform
SEC. 5.  
Penalties for non-compliance are the following if budget reform is stopped in anyway or form federal officers will arrest and dentine all who are caught and will be prosecuted to the fullest extend of the law
SEC. 6.  
Enactment Date:  as soon as the required Yay’s are in when the vote is done
