Be it enacted by the Senate and House of Representatives of the Commonwealth Of Rutania in Congress assembled. SEC. 1.

Withdraw from the Human Rights Treaty 4750.

Article 2

Proposal to change The constitutional right and responsibility to propose a Treaty to the legislature.

Old value:: Only the Head of State can propose.

Current: Only the Head of State can propose.

Article 3

Proposal to Make Alliance with all nations

Terms Bring back Death Penalty if the nations Government wants it
There shall be no bullying on nations who use the death penalty
We shall form a alliance witch ever nations has a voice and will help make this alliance
SEC. 3. Give the right to each Nations way to run there nation / its going involved each All nations who accept / impacted all enemy’s who try and mess with our allied nations / SEC. 4.
Government funding by the president.
the president of Rutamia will administer this act and will oversee the bill and its duties

Penalties for enemies (are the following {fenloy charge and 450,000,000.00 fine} if you do not follow of the act SEC. 6.
